FCTC article 5.3 implementation and local level financing is required for tobacco control

To protect tobacco control laws and policies, funding for anti-tobacco programs at the local level is required as well as the implementation of article 5.3 of international tobacco control treaty FCTC. City corporations, municipalities, Union Parishad, Upazila and district councils separate budget allocation is need to finance at the local level.  In a seminar held at CSS Ava Center Khulna on 27 April 2016 speakers gave this opinion. Representatives of Khulna district committed to support and take necessary steps for tobacco control in their jurisdiction area.

The program was jointly organized by WBB Trust, Bangladesh Anti Tobacco Alliance, Siam and The Union where speeches given by acting City Mayor of Khulna City Corporation Anisur Rahman Biswas, Civil Surgeon of Khulna Dr. Md. Rafiqul Islam, Deputy Commissioner of Khulna District Nazmul Ahsan, Editor of Daily Anirban (Local Daily of Khulna) Principal Ali Ahmed, Assistant Police Super of Khulna Md. Sazzadur Rahman Russel, ED of AID Foundation Aminul Islam Bokul. Technical Advisor of The Union was key note speaker in the program that is presided by Director (Admin) of WBB Trust Gaous Pearee.

'Tobacco companies are making various obstacles to implement tobacco control law which is very important for protecting public health', speakers said. Transparency and accountability have to be ensured according to article 5.3 to prevent laws and policies from tobacco companies' influence. On the other hand a large no of people becomes poor for bearing treatment cost of long term diseases caused for tobacco use. Priority should give on prevention system. As youth are leading the population so youth sensitization is crying need for this moment. At the same time tobacco control movement have to strengthen at the local level.
