Disabled People Rights and Protection Law 2013 Rules should be made including Clause 31 and 36

14th October is International White cane Day. According World Health Organization (WHO) there are 1.70 million disabled people in Bangladesh and among tem 33 million are disabled people by eye sight.  They are specially the female ones are facing various problems in the society. Government has adopted Disabled People Rights and Protection Law 2013 to ensure their rights. But government has put reservation on two very important clauses 31 and 36. This is depriving the disabled people from their rights. On 14th October 2015 11am, Work for a Better Bangladesh (WBB) Trust has organized a discussion meeting at national Press Club VIP Lounge on ‘Implementing Clause 31 and 36 of Disabled People Rights and Protection Law 2013’.  

In welcome notes Gaous Pearee, Director, WBB Trust said that, the clauses of the law should be implemented properly. Government must focus on this issue. Everyone must work for the disabled people from their own position.

On his presentation, Talukder Rifat Pasha, said that, government has adopted Disabled People Rights and Protection Law 2013. The law ensures reserved sit in the public transport and accessibility in all public places. It has been mentioned that a committee would be established to ensure rights of disabled people. But reservation on clause 31 and 36 is stopping to have full benefit of the law. The reservation should be dismissed from these two clauses.    

Dr A A M S Arefin Siddique, vice- Chancellor, Dhaka University, said that, everybody has some disability. Many disabled persons are highly capable. It is our duty to work in collaboration to solve their problems. Dhaka University has added disabled people with their education system. Other educational institutions also need to involve them. He urged to work both public and private organizations to work to secure the rights of disabled people.    

Advocate Mosharof Hossain Mazumdar said that the reservation of clause 31 and 36 of Disabled People Rights and Protection Law 2013 should be dismissed and traffic police should be trained properly to ensure safe movement of the disabled people in the roads.  Professor Dr. Sharmin Hoque, Institute of Education and Research, said that, we hope government will take initiative soon to provide rules soon. Families should be concern for the well beings of the disabled people, especially for the females. They should be provided with special care and safety. Kamrul Ahsan Khan, Coordinator, Bangladesh Environment Network- Australian Chapter and Advocae Syed Mahbubul Alam, Technical Adviser, the Union said that, proper plan should be taken to implement the law. Consciousness, budget, infrastructure, implementation, training, coordination etc all the issues should be considered while implementing the law. 

Saifuddin Ahmed, Executive Director, Work for a Better Bangladesh Trust, said that, we should work with more consistency for the disabled people. They can contribute in the country’s development with little special care. Society’s negative view towards them needs to be changed in this regard.

Besides them Joyonto Kuamr Saha, Dhaka University; Ibnul Sayeed Rana, Executive Director, Nirapad Development Foundation, Rafiq Zaman, PNSP etc participated in the discussion.
